Bruno Waterfield, the Telegraph's man in Brussels, has uncovered a truly shocking story. Apparently, a "high level" EU panel has recommended the creation of "independent media councils" in every EU member state with wide-ranging, draconian powers. "All EU countries should have independent media councils," the panel concluded.
